Cannot Put Listing Up For Sale

Whenever I try to upload my listing it gives me this message (image linked)

I have tried 3 hours before, still doesn't work. I have tried to make another eBay listing, still doesn't work. It's been very long and I cannot get an explanation of why I can't list anything right now.

My ebay > Summary > Account > Seller account

Do you have an Automatic payment method specified to pay your ebay fees?
Do you have a Backup payment method specified?
Is your business or premier Paypal account linked to your ebay account?
Did you register your bank account?

Those are the only things I can suggest right now.

I have the same problem and I receive the same message. Did you sell any items before? Because I haven't I don't know if I got this message because of that or because site's malfunction?
