I use eBay payout, and the status of my sale is currently “funds available.” Payout will be initiated tomorrow, but I’m wondering if the buyer can still cancel.
Please help. TIA.

Buyers can never cancel.
They can request to cancel. In the first hour they can submit an official cancellation request. After that, they can only send you a message and ask.
Typically in my experience it's better to cancel regardless because they will probably open a return which will ding your service metrics and may have to cover shipping back and forth.

They can't cancel the payment, but they can do a charge back and they can do that for at least 6 months.

I saw your original post before you modified it... the order of events is that eBay (via Adyen, their payment processor) will receive the buyer's payment, and once they have it, you will be notified that it's ready to ship. You do not wait for the funds to actually hit your bank before shipping, partly because that can be several days at the best of times; partly because if you're a new or infrequent seller, they may hold your funds anyway until they can verify that the buyer has his purchase and it's all good. Thus the point you're waiting for is the notification on your Sold items page that payment was received, and it's time to ship.
As for the buyer cancelling, the most he can do is request a cancel from you. That does not automatically claw back his payment. If you haven't shipped, then you can cancel with the reason of Buyer Requested and refund the payment right away. If you have already shipped, you are entitled to ask for the item to be returned first. He can mark it as Refused as soon as it arrives and return it unopened.
Edit: Actually I seem to have confused your post here with the other post of yours that was slightly earlier, but my answer would apply to both.

Banks don't like that. What's the best bank to handle overdrafts in this case? I want to setup an estate account to sell estate items.

I have been selling a long time and I dont pay attention to the funds at all
seller hub lets you know what to ship and when
timely shipping with tracking is what ebay likes
if someone wants out of a deal its always best to refund them if you have not shipped the item yet
