I am new here and i sm very confused
I listed an item and it was sold, unfortunately the item got damaged and i can't ship so I initiated a cancelation order for the buyer to have his money refunded, Ebay managed my payment After i initiated the refund its says i have not enough funds, but U never received any funds from the buyer, how does this refund thing works, i would believe Ebay should make the refund since i didn't get the payment on my account
Please advise

The money the buyer paid is pending, Look in your payments tab.
The reason the refund isn't going through is there's $0.30 processing fee that you have to pay on any purchase that's NOT refunded.
This is why you have to have backup payment (bank account, credit card, etc), for situations like this.

Assuming the buyer paid, eBay already took their share of the money and gave you the rest. Consequently, you don't have the full amount the buyer paid you to give back, thus the problem message. Apparently, you have to have available funds to accommodate the now "shortage" for lack of a better term, and you get your fees back later. It seems sort of an antiquated way to run things. Maybe they will just hit your bank account for the remainder (and give your fees back later), but I am not sure.
Hopefully, someone else that has experienced this can offer better information.

I had the same thing happen with Paypal, when I could still use that (I was in the last batch of dealers moved to MP). It turned out that Paypal only refunded from money in one's account and no longer pulled from one's bank (as it used to do, they had changed the policy).
My guess is that it might be this sort of Catch 22. It's kind of like a money loop. On a side note, I also had something similar happen with Venmo a few weeks back.
I am thinking you need to make a payment to Ebay, and the money will be returned/credited to you later.

When you go to issue a refund, ebay puts the pending funds on hold, then refunds from your ebay funds, and if there is not enough there, they pull from your connected account. They do not even use the pending funds for the refund. It's kind of backwards and means you always have to have enough to cover a refund. I had a return which ebay put the funds on hold, refunded the buyer, but my funds were not released for 3 weeks.
