We have been getting orders from scammers>>> the biggest tip off is they have only been a member for 1 or 2 months. We also reach out to ALL the phone numbers they have listed with EBay and none of them either work or have been set up for messages. If you have other ideas on how to work around these people please leave a comment.
Ebay needs to stop issuing refunds so quickly...

There are a variety of ways that Ebay can Sanction a seller. The link you provided does address it some, but Ebay does have options.

So wait, being a member for 1-2 months is a sign of a scammer... how?
And I would never pick up the phone from an unknown number, and if I discovered an eBay seller had called me for anything less than the most important of reasons I would not be happy.
Can you explain in more detail how you're being scammed? Or are you cancelling these orders, and therefore never learning if they might have been trying to scam you?

I have many buyers who have been member a short while or buy as a guest without issues.
If eBay is refunding your buyers for you, that can’t look good on your seller dashboard for cases closed without a seller resolution.

Your criteria for determining "scammers" is flawed and unreliable. Also, too many "cancels" and you won't have to worry about scammers anymore because you won't have an account.
No method is foolproof. As a side fact, my main landline is ONLY responded to by me returning a message. I rarely answer it, and it makes no sense for you to reveal your phone number if I was a scammer. In that case, I win.

There are no phone numbers listed to directly contact eBay. All contact needs to be done thru the Help/Contact shown on every listing page. Chances are if you found the number on the web, they are the scammers. (there apparently is a number but it is not for us mere mortals) The return process is automated so there is no reason to even call eBay because they are not going to do anything about it.
Why do you think that just because someone has only been on eBay for a few months they are scammers, we all started some time with 0 feedback.
Unless you have another account, you have only sold one item in the past 90 days on this account.
If you do have another account and are getting NAD, then you need to follow thru the process as it is, sucks but that is what it is. If you don't, eBay issues the refund and buyer keeps the item too boot. The buyers are more than likely trying to get around the 30 day return and not pay the return postage.

Is this 'scam' being done on another ebay id because this one only has 1 thing listed and 1 thing sold, and it's not something that anyone would be 'scamming' for.

You only sell one item and I don't think it would be a high scammed item.
just because they are a new member, doesn't make them a scammer.
Some members might not provide their right phone number to keep scammers from contacting them.

I'm glad I check sellers' feedback (received and left for others) before I buy from them. I wouldn't buy from a seller who cancels orders based on the age of the account and also violates feedback policy.
What is the reason you're using when you cancel the orders? Are you choosing OOS?

I can only tell you what we know>>> ALL the scammers are very new to EBay 1 or 2 months is the most common, they have zero sales completed.
How do we get scammed?
They make a purchase, we ship it, they return an empty envelope ( our product weight is 2 lbs and is shipped in a 6x6x6 box) We document everything, EBay cancels their account on the platform and awards us the decision. Then the scammer completes the paperwork necessary for their credit card company they used, The CC company then awards their customer back their money. (we actually spend a couple of hours doing all the paperwork to complete this till the end)
So who is really out? ALL OF US
Because EBay fees charged to you and I are based on the bottom line. If EBay is losing to scammers so are "we". Not to mention the status they create on the platform.
