Every time I use VPN for my daily work. What if I forgot to turn off VPN...Will my seller account gets hold or banned

Shouldn't. There are caveats.
1) You will have to go through the "captcha" thing every time you log in.
2) You will likely have your account blocked at least once a month. eBay will give you a link to reset your password, but it will most likely not work. The you have to contact a CS rep and get them to send a reset password email to your registered email address. That will usually work to get you going again.
That being said, I don't think using a VPN will be of much help to you as your lack of feedback is working against you.

A lot depends on how your VPN is configured. I used to travel extensively internationally, my account was never restricted.

As a seller it can create some issues/problems as others have mentioned. Ironically for the scam buyers it is an ideal tool.

AFAIK eBay has often had issues with VPN and bot's picking up various IP addresses for an account can and does get them banned.

I do not buy this same IP address as a banned account will get you suspended idea, reason being is that many if not most ISP'S use dynamic IP addresses. That being said it is possible that is one of the ways that they associate accounts but it can not be the only way.

That's largely true. Many ISPs will provide a static IP if you pay extra as will VPNs. Can't see the advantage unless you have a business at that IP. Otherwise it's like putting a bullseye on your back.
