I've had several customers tell me they didn't see the Buyers notes to put in their request, so they had to message me instead. Why wouldn't the buyers notes show up for them?

Unless you have the option for buyer note at checkout turned off they probably just missed it when breezing through checkout process. It's easy to miss.

I have customers leaving notes on most of the orders, so the ones not seeing it is probably overlooking it since this option is under settings and not each individual listing, correct?

Maybe they did not click the save button at time of payment. I have done that. Write a message and forget to click save so seller can see notes.
There is also a spot on the payment page where the buyer can leave a message to seller. On the left side of page. Its kinda small and even easy to miss for the seller. I have also missed messages there as well.

To be clear; you have buyers that are saying that they don't see ANY place to leave a note??

Buyer's notes? I have never had a buyer note in years. Why are buyers making notes?

It's easy to overlook it or just forget to leave a note during the checkout process. I have done that.

I don't think you can and for those selling Parts, it is great when a buyer leaves the year/make/model of anything they are buying.
I've seen those that state they have a 1975 Camaro yet they are ordering parts for an Impala; which is different.
