I recently accepted an offer from a buyer and after sending invoice and an email, finally ended up filing an unpaid item claim, which was then closed. Relisted item, and then a few days later the same buyer made higher offer just short of asking price and I accepted. Buyer sent message that they did not have a paypal account, and had tried to use a debit card the first time, and it didn't work, but that after I accepted his higher offer he would use his mastercard and purchase as a guest. Its been 2 days and no payment. My account is set up on all my items to accept credit card payments. Buyer has purchased on ebay before and shows up as a good buyer (100%). I am waiting for new message in response to mine asking what error messages they is getting. I don't want to ding them again, if they are hitting a glitch, but also don't want to lose my fees, or make the sale outside of ebay. Thanks for any ideas, fotini622

@fotini622 A buyer does not need a paypal account to make a purchase with their debit or credit card.
One of two things is going on... the buyer is a scammer which I lean towards since they made a higher offer and suggested that they would use a different payment method.
Or the other possibility is it's a glitch.
Either way do NOT give the buyer your PayPal email address if the ask for it. Scammers do this so that they can send a fake paypal payment notice to you. It's also an ebay policy violation for buyer and seller.
I would cancel the sale as problem with buyers address in the resolution center at the bottom of the page since you already did one UPI with this buyer. This doesn't count against you and refunds your ebay fees.
Next, add this buyer to your blocked list:
https://offer.ebay.com/ws/eBayISAPI.dll?BidderBlockLogin
The blocked list won't keep this buyer from making a purchase from you with a guest account.

Most sellers would have put him on their blocked-bidder list after the first nonpayment experience, rather than voluntarily dealing with him again.
All buyers have 100% feedback, since it's not possible for a seller to leave a negative or neutral rating for a buyer.
Buyers don't need to have a PayPal account in order to pay a seller who accepts payments through PayPal.
IMHO if he keeps purchasing items but cannot pay for them, or keeps saying that he cannot pay, then he deserves to get a second nonpayment strike.
