Welp, I guess it looks like I won't be selling to Brazil anymore. Even if I do get the tax ID from the buyer, I don't want to take the risk that their clerical work would be on the ball with this. Just another thing to go wrong if you ask me.

Customs forms aren't required if you can ship it FCP International under 15.999 Oz.

Wrong.
FCPI goes up to 4 lbs
And always requires a Cusoms form.
Whether it is a one-piece eDelcon form or a 4-piece full form, all international package services require a customs form.
First Class MAIL international (letters) is the only thing does not require customs forms.

Actually a pretty smart move by Brazil. If a buyer is bashful about handing out that tax ID # then he'll buy locally and keep the money in Brazil.
That would be the end of me as an internet seller. My SSN is not going public by anything I'm willing to do on purpose.

One more reason to add to my list of why I don't sell outside the US.
This will be an issue for the local population of Brazilians, of whom we have many, both legal and illegal. The legal ones got that way by marrying Americans or by being the child of illegals, born here. They are actually welcome here and do jobs that other people won't do. They are good, hard-working people, generally very religious with high moral standards. We are happy to have them.
