Ebay used to have a way sellers can automatically block buyers with zero or negative feedback. Is that tool gone? I have had an influx of non payers due to this and it isn't fair that I should have to keep my item from actually selling to another until the 5th day.

There has never been a block for zero FB buyers, except if they try to purchase several items from you within a certain period of time, you can set up a block for that.
As to buyers with negative FB, since buyers can't get negative FB for any reason, if there is some on their account, they must be a seller too.

I recently joined eBay and my 1st 4 sales were from the old Craigs list scammers-
That's normal.
The scammers look for the new sellers as fresh meat.
Fortunately, you can fall back on your CL experience to spot the scams.
The "text me" is a dead giveaway.
These are not necessarily the same scammer-- or at least not the same person hitting the buttons. But they are all using the same or very similar scripts. Because those scripts work.
On Sunday the Seller Board will be inundated with questions from 0FB sellers/Enthusiasts asking ungrammatical questions that would embarrass a first grader. And all from Sri Lanka.
Not scammers, just ambitious and entrepreneurial guys who got sucked in to some scammers scheme. We try to be nice to them and some are obviously going to work on their enterprise.

Anyone who searches for something with Google, or is on a website with ads, and clicks on an item "suggested" that is on eBay, would often be checking out as "Guest" with zero feedback. Why eBay would lock them out?
Just Thursday I checked out as "guest" on my mom's computer. Even though I spent $90-something, I'm sure the seller is looking at me as a scammer, or low-life **bleep** that is preying upon him/her LOL.

That would have only happened if they had some negative FB that carried over from when sellers were able to leave negative FB [pre 2008], or negative FB as a seller using the same account.

Excellent points. Just another to add to the list. Sellers need buyers to even exist here. If we penalized new members by not allowing them to purchase, what sense would that make, they would just go somewhere else and likely never come back.
Sellers are often asking for Ebay to advertise the site more so that we can draw more buyers. A very reasonable ask. But why ask for this if you don't want to sell to new members.

Perhaps I need to clarify. For example, one of the non payers feedback number was -1. I did not see actual feedback, only the number.

You have to go to your account settings. in there is a way of doing it. Ever since I did it, no more scammers, once in a while a buyer who doesn't pay. the system that ebay has isn't quite that great though. give them a call and ask them what you need to do.

Then they were blocked because you had your buyer requires set to not allow a buyer with negative 1 or more FB to purchase from you. We have always had that option. But if this buyer was from 2010, then they either got the negative before October of 2008 or they also sell under that ID and got a negative from a buyer.

I posted a pic of the Buyer Requirement options we have. Sellers can NOT block zero FB buyers. We never have been able to do that.
Here is the pic again. If you would be so kind and go to your preferences and show us a screen shot of where you say you have blocked zero FB buyers, that would be extremely helpful.

UPDATE!
I was correct. I called Ebay and after being scammed again yesterday they walked me through how to block buyers with 5 or less positive feedback. So, for all of you who bashed me telling me I didn't know what I was talking about or remembering incorrectly...

As noted in posts above and as shown in the image in the post right above yours by @mam98031 , you can block low-feedback members from purchasing a second item within 10 days. But you cannot block that first purchase. If you have somehow magically figured out a way to block that first purchase, please provide a screen shot of the page.

That image shows that you are blocking buyers with 5 or fewer feedback after they have purchased 100 items from you!
