Anyone else getting users on their Blocked Buyers List being able to see their listings and contacting them beyond the contact window? This has recently happened with two blocked users in the past week and was wondering if eBay is either glitching in this regard or if there is now another way for blocked buyers to circumvent the BBL.

I'm not sure what you mean by "contacting them beyond the contact window."
When you say, "there is now another way for blocked buyers to circumvent the BBL," what exactly do you mean? Are member ids on your BBL bidding on your auctions, buying your items, or contacting you via eBay messaging?
That information aside, just a few things come to mind:

Also keep in mind the communication block will not take effect if there is an open transaction or a recent transaction between you and the blocked member. It will also not take effect if there has already been a line of communication in the way of previous messages between the two of you.

Are you referring to previous buyers sending you email or text messages?
If you included an invoice or packing slip with their order your contact information may have been on it. Check to make sure that is not the case.
Does Paypal still provide seller / buyer contact info?

Just checked an eBay purchase I made with PayPal yesterday. It no longer identifies the seller in any way--just eBay.

The blocked buyer list does not prevent buyers from seeing your listings. I don't see anything in the eBay help page about the blocked buyer list that suggests otherwise:
https://www.ebay.com/help/selling/resolving-buyer-issues/blocking-buyer-ebay?id=4082
https://www.ebay.com/bmgt/BuyerBlock?
The setting named "Don't allow blocked buyers to contact me" actually says "Buyer won't see the "Contact Seller" button on your Questions and Answers page" underneath it. IMHO this is misleading because those two are not the same thing. It is possible to contact a seller without using that "Contact Seller" button.
Also - what is the "contact window" you are referring to?

Well life is never fair because an eBay seller blocks a buyer from buy their product & I realize that life is very unfair

So the 'customer' makes a new ID and buys that way.
Remember when ebay blocked all connected ID's? Then changed it because the 'customer' must really really want that item and sellers have no say. Good times.

Sadly, they just create a new account and are then able to contact you. I had a buyer harass me about an item I had for sale. Many rude questions and demands, so, before he could potentially buy and surely return I blocked him.
Low and behold he just did as I stated and made a new account. Then it was "why did you block me"?? I just bought your item on this account and now I'm angry. Needless to say his feedback left for others was dismal.
He continued to message me throughout the process with "I will expect that you ship fast, wrap well and refund me ANY difference in shipping"
He received the item and again messaged me with "I am able to determine the ACTUAL shipping cost so will expect a refund immediately. (I had already refunded the slight difference (something I almost always do) in anticipation of trouble from him.
Sigh...... With all the hoops I jumped through at least there was no negative
