I currently have a Premium store subscription and looking to downgrade to Basic. Currently the monthly cost for an annual subscription is $59.95. I was charged yesterday 2/3 the $59.95. When I go to change the subscription to Basic (either annual or month to month), I see a red banner saying I will be charged $59.94 to make the change.
I assume this is some early termination fee (ETF)? I don't have a problem with that, as I will be saving $ in the long run. Question is, if I wait until say 2/28, will the ETF change?

When you cancel or downgrade a store subscription, the change takes effect on the first day of the following month. So if you cancel or downgrade at any time during February, the change will go into effect on March 1. The exact date in February makes no difference.
The ETF for annual subscribers is based on the number of months left in your annual commitment. You can see the chart, based on months and subscription level, in the store TOS document:
