I have a package sent to a buyer, but after out for delivery, USPS tracking shows "arrived at post office and is ready for pickup."
And buyer filed Payment dispute right away....
I guess this is another SCAM.
How would I go about resolving this ?

EBay considers available for pickup the same as delivered. You need to enter the tracking in the dispute and though the payment provider may rule in favour of the buyer, eBay should still cover you just as they would in an eBay inr claim.
You should also contact the buyer and let them know the item is available for pickup. It’s possible they don’t realize that.

However, buyer filed a payment dispute though, not an eBay dispute.
AFAIK, Payment dispute is going thru Payment institute, not thru eBay. Could eBay still protect us sellers?
And this is wired though, this package was sent out on 3/1/2023, and now is 3/4/2023, only 3 days after order place and shipping.
How could buyer filed a payment dispute in 3 days ?

you let it ride out until the package is returned to you!
Did you send with signature required? Did you upload tracking number as pjcdn2005 asked?
your tracking should state something more like 'attempted delivery'. Did you google the address? Is it a physical structure and not an empty lot, condemned home, or empty business?
IF YOU REFUND NOW, THE BUYER WILL PROBABLY RUSH TO THE POST OFFICE AND PICK UP! THEN YOUR OUT THE ITEM AND $$$.
THIS IS AN OLD SCAM WITH A TWIST.
We need some details on this.

I realize that which is why I posted “You need to enter the tracking in the dispute and though the payment provider may rule in favour of the buyer, eBay should still cover you just as they would in an eBay inr claim.” But I did assume that the payment dispute was for item not received or transaction not recognized. In both cases ebay treats payment disputes the same as a mbg case. What was the reason given for the dispute?

Yes, I google the address, it's a physical house.
It''s a $50 package, I sent thru USPS 1st class package with tracking number, no signature though.

sounds the buyer is playing you with a new twist.
Why would the package be waiting at their local post office for pick-up if you did not ship with signature required?
might entertain reporting them to eBay. You might even think about recalling the package. I'm not sure what the process is.

This is what I got from eBay support. Guess I won this dispute!
We’re letting you know that this dispute is eligible for eBay Seller Protection.
You’re not responsible for the dispute amount and the dispute fee.
We’ll close the dispute once we receive the final outcome from the buyer’s payment institution.
Right now there’s nothing you need to do.

The buyer will likely be refunded by their financial institution, and then get the item.
or
Could be that person did not make the purchase.

No, I did not even bother to contact buyer becuase this is obviously a SCAM.
We must not be too soft-hearted to find excuses for these scammers. Cheating is cheating, there is nothing more to say.
Even if the buyer's credit card was hacked and this purchase was not made by them, it is not the seller's issue. Credit card companies should not evade responsibility and force merchants to bear such problems
This case is obviously a SCAM, period.

Was it a po box? I have a po box. Sometimes, when I buy something, the tracking says AVAILABLE for pickup instead of delivered to po box or put in mail locker. In those cases, I have to make the line at the post office to pick it up. I would email the buyer and tell them that in less than 24 hours, you are going to recall the package. Let them know that they MUST pick up the box or they void their buyer protection. Maybe that will make them go to the post office.

No, it's not a PO box, it's a phsical address - a house.
And guess what? I just checked the tracking, it now shows delivered!
Apparently buyer claim the package after fining the SCAM was in vain.

This unfortunately just happened to me, but the buyer won..
Tracking shows "available for pickup", but not delivered. I guess that is not enough evidence for eBay anymore..
