Authenticity guarantee shipping question

For shoes worth over $100, we need to ship them to ebay authenticator and they will ship the shoes to the buyer. The issue is, it usually costs me ~$20 to ship a pair of shoes using ebay's prepaid label, a lot higher than what it costs for other items.

Can I buy the shipping label somewhere else, or do I have to use ebay's label for authenticity guaranteed shoes?

An item I was going to send using an Ebay label said the label would cost about $19.  I decided to take the item to the post office instead of using the Ebay label.  It cost about $8 to send it.  I don't understand why the Ebay label was so much MORE.   Then I sent the tracking info to the customer on Ebay and through Paypal.

Yes for other normal items you can buy your own label and upload the tracking yourself. But I am not sure if it is different for the authenticity guarantee program since you need to ship to their authenticator first. I'm wondering if their label is more expensive than normal to cover the cost to send the shoes to the buyer later
