So.... still have issues with people retracting bids/offers.... We put the item we were having issues with out as a BIN/MO. They've made two offers... When we didn't accept the second right away they retracted... No biggie... We have another item up a WWII Pepsi poster that I can't find anywhere. It's getting bids and doing great... We are worried about retractions right at the end (I don't forsee it but my other half is worried). Since we can't end the auction at the last minute; with bids... Can a bidder retract at the last minute? Any knowledge is appreiated.

Unfortunately, eBay's lax enforcement of their own policies have, in my opinion, made it quite easy for unscrupulous bidders to make invalid bid retractions. In fact, I don't see any valid reasons for a retraction anyway.
My policy is to always check a bidder's feedback left for others and bid retraction record if time permits. If they have more than one retraction showing they are added to my BBL. If a bidder retracts a bid placed on one of my auctions, all of their bids on any of my auctions are canceled and they go on my BBL.

Thanks for your input. How can I see their bid retratction #. We have done the same thing... If you retract your bid you go on our BL.

To see a bidder's number of retractions, go to their feedback page and click on the tab for "Feedback as a buyer." The number of bid retractions in the past year appears on the far right.
For more in-depth research, sign out and then go to your listing that they have bid on, click on the number of bids that shows on the listing page, and then click on their camouflaged ID in the bidding history. This will show you their number of retractions in the past 30 days and 6 months, so you could see if there's a trend up or down.
To answer your original question about retractions: During the final 12 hours of an auction, a bid can be retracted only within one hour of being placed. This allows bidders to make corrections for typos, but prevents most bid-shielding situations.
