Adding another User

I'm trying to add a User.  When I click "Add a User," fill out the form and submit the form, it gives me an error message "The user being invited doesn't have access to this feature.

What does that mean?   How can I resolve this and add the user?

Well... color me confused. What are you trying to accomplish? I can't put 'Add a User' into context. Expand, please...

Multi-user account access | Seller Center (ebay.com)

The user has to have an existing ebay account and they gain access to your account through their own seller hub.  It will not work with the phone app.

It showed up a few days ago.  I was clueless too and had to do 2 seconds on research...  I think it would be easier just to share passwords.
