Im sorry, but you are not speaking to Ebay here, just other members like yourself. Ebay did not tell you why you were restricted? I cant see your sales.

Your statement that "funds on hold are critical for fulfilling orders..." is alarming...you should already own the merchandise you are selling

You need to get ahold of an agent directly by using the chat box and asking for an agent. You need to ask an agent why your account has been restricted. Could be many different reasons including payment method. We can only guess what.

Have you registered for managed payments, and linked your payoneer account?
Your profile shows that you have sold 4 items, but you have no feedback received or left for anything, not even automated feedback (for new sellers). I can't find these sales shown in eBay UK marketplace research. Were they all delivered on time?
It seems odd that you were selling items that are made in the UK, to the UK, with free UK Royal Mail shipping, but they were shown as located in Pakistan.

Being a new seller, they can hold your funds for 30 days.
If you're dropshipping, you need to find a way to pay for the items and get them shipped.

When you say, "the funds on hold are critical for fulfilling orders and maintaining customer satisfaction," do you mean that you need the money in order to purchase labels ship the items or do you mean you need the money to buy the items because you don't have them yet?
If it's the former, you ARE allowed to use part of the funds to purchase shipping labels.
If it's the latter, that's a problem. You're expected to have the items available to ship to buyers upon receipt of orders.
As for holds on other funds over the amount of the prices of shipping labels, you are going to have funds held for up to 30 days because you're new to selling.

If you can respond to the message they sent you about the hold, do that first. Otherwise, you have to call them.
