Do you know the person that used your account to buy things?  If so, that's on you.  Keep your account secure -- change the PW, etc..

You probably want to take security measures on your e-mail and PayPal accounts, as well.

If you know the person who used your account to make purchases then refer to the post above mine. You would have to sort out any financial matters directly with the friend/family/etc that used your account.
