A buyer left negative feedback regarding a digital code claiming a code does not work, and was a waste of time. I have come to learn that the buyer had actually used the code.
Spoke to ebay chat who told me to file a request for removal, and to send evidence directly to the buyer once the form has been sent.
Sent the form, and before I could send over the evidence a decision was made with what seemed to be automated that my request for removal was denied. I hadn't even sent the evidence that the buyer has blatantly lied. They literally used the code.
Contacted ebay again letting them know that I hadn't even sent the evidence, and followed the direct instructions of the agent, but told me a decision had already made. After back and forth discussions ebay settled with "its their experience", but I don't quite get that as it's a blatant lie.
Can someone help me with this

First, you've posted on ebay.com instead of ebay.co.uk, and there are differences in the policies and procedures between the two platforms. You might get more accurate advice on the ebay.co.uk discussion boards:

Second, it's possible eBay customer service was unwilling to remove the feedback because it was for an item you may not have been approved to sell in the first place. Doesn't Fortnite's user agreement/terms of service prohibit selling those codes? You might look into that . . .
Last, the feedback doesn't violate any member feedback policies--on ebay.com, anyway.
Below are the violations of the feedback policy on ebay.com. Blatant lying isn't on the list, and eBay is not going to interject themselves into a he said/she said dispute:
