Is the $750 hold against release of funds based on the nominal sale price or does it include taxes and shipping? i.e. if the headline sale price is $749, ex shipping and fees would the hold apply? thanks,

I am "unfamiliar" with a predetermined amount to initiate a hold?
Maybe I missed it........I have sold items well over that threshold with no holds....
There 'is' a requirement for signatures on delivery for items 750 or more

weird. I did sell a $1000+ item, admittedly my first , some time ago, and funds were held for a month. Signature of buyer was recorded too. Maybe due to lack of these types of sales? But I do seem to recall folks said there was a normal hold on high dollar sales (i.e. > 750). Maybe I am mistaken and if so happy to be corrected.

To the best of my knowledge, when funds are subject to the usual hold, either because the seller is new, or because of the high dollar amount of the sale, every single bit of the money is held.

Still not sure what you're trying to ask . . . . .
New sellers or those who have returned after a long absence are subject to a hold or a waiting period before eBay releases the payout of "profit" (for lack of a better word) on sold items to the seller.
If you bought postage through eBay, eBay will make available the amount of the postage so that you can send the sold item to its buyer promptly.
As for the sales tax -- eBay collected the sales tax paid by your buyer. eBay will send it to your buyer's state's taxing authority. Sales taxes paid by buyers are something that eBay sellers should never worry about.

I remember something similar from a few years ago. People were saying that if you sold anything over $1,000, there would be an automatic hold. Similar idea, different threshold. I'm not sure if it was complete accurate, I doubt that it was applied to more experienced sellers.
Currently, if you are a new or occasional seller (haven't sold anything in the last few months) you can expect that your funds will be held until the tracking shows that the buyer has received it, or possibly up to 21 days.
