I just got an offer on an item I have listed. The offer had a 4 minute time limit. Is it ligit? Has anyone heard or gotten on of these?

I can't tell when the offer was generated, just when you opened it. Offers are timed from the moment generated. If you had waited another 4 minutes, the offer would have completely expired.
Besides, would you have taken the offer seriously? The ad shows your asking price of $149.99 and they offered you $20.00. I am surprised.

Yes, I believe the offer had just been generated. I got a notice on my phone and responded. You are correct, a $20 offer on something I have for $149 will not get a response. But a 4 minute offer, seems quite strange???

I pulled up the listing and the shortest offer that could be made is 12 hours. So wither you missed the message till the offer had 4 mins left or there was a delay in sending the offer on eBay's end. I sent a 1 dollar offer from my end not to be insulting but to not when the offer was sent so when you get the offer you can know if there was a delay in getting it if the delay continues you would want to report the issue to eBay

For a GTC item, the offer is good for the time selected by the buyer, or until the listing "ends", whichever comes first. I bet when the buyer made the offer, this listing only had four minutes left until rolling over.

Since the idea of GTC is to keep the item # active(and everything else along with it), having it roll over should not end the offer anymore. Especially for months like this, where everyone is wondering why the listing duration is 28 or 29 or 32 days in some cases.
But I guess ebay forgot to realize that.

I can confirm this is the way it works. I've had the exact experience you describe with an offer I made. It was good for a couple of hours + some minutes.
P.S., I took a shot anyway, and the seller accepted, in my case.
