Staff members who help here are very good at responding, so if you are not receiving emails that they have sent, make sure that your registered email is one that you are checking. Also look at the spam folder, particularly if using an online mail service.
- Where are you currently stuck?
- When your upload failed, what was the message?
- Was this an upload for a new listing, or a listing revision?
Are you using Gmail? In my experience, gmail does not deliver mail that has no salutation. The sender must say "Hi Todd" in order for gmail to put it into your inbox or spam box. Have you checked your spam?
We've been using the spreadsheet uploader for a couple of years now. Fetch a category template from eBay, complete the data, export as CSV, and upload to eBay.
What error message do you receive when uploading your completed spreadsheet?
Do you use Business Policies for shipping and returns?

Here is a working spreadsheet for sports trading cards singles that I set up without business policies.

The Info >>> rows help explain the cells and will be ignored by eBay.
The first Add row is a single listing.
The second Add row is a variation listing (which includes two child rows).
If you are using Business Policies, then you can remove the Immediate Payment Required column, along with the 8 shipping columns and 4 returns columns. Continue to use the 7 package detail columns, as those are needed if using calculated shipping or if a buyer purchases through eBay's international service.
Notice that I have left the WeightMajor column empty in order to get an eBay Standard Envelope to appear in the listing. If I had inserted a zero, the letter would upgrade to first class package within the listing.
Also note that I have used PostalCode with a zip, instead of Location with a city, and thus was not required to add a OriginatingPostalCode with the package dimensions as expected on this page:

No, there is no way to download a full listing within Seller Hub. The report will be missing photos, description, item specifics, and a few other details. We've asked for this full download feature, but I think the payload would probably be triple what is already available for download. Additionally, my suspicion is that eBay is reticent to provide a fully populated spreadsheet to carry to another venue.
Are you trying to change your condition descriptions to meet the new guidelines?
