It should be either a Positive or a Negative
and if a buyer chooses a Negative, they should have to go thru some steps first - did the buyer reach out to the seller to resolve the issue? Probably NO in 99% of the time-
so if the buyer doesn’t do this, they shouldn’t be able to leave any negative feedback

I had a recent negative myself. No message, no return request. Just a negative. I messaged them, and left a reply to the negative. STILL no message or return request.
Fun times but it happens.

Personally, if a seller performs so poorly that I want to leave a negative, there isn’t anything to work out. I’m gonna file for a return, and if you deserve a neg, you will get one. Even if you “work things out” – isn’t that just a big waste of my time?
Maybe, just maybe, buyers that have tried to reach out on previous bad orders have been made to feel like scammers. That’s the knee-jerk reaction to any “work it out” request from a good percentage of sellers on these boards.

Those are probably good suggestions from the seller's POV; however, since eBay is heavily biased in favor of buyers, and your suggestions would require a rule change, that's not likely to happen. And, in all fairness, sometimes when a buyer attempts seller contact, the seller tries to steer him away from opening an INR or NAD case, often causing a buyer to lose the opportunity to be made whole which is basically eBay's goal so they can retain buyers.
