Hello, what is the difference between a subscriber to my store VS a "Follower?" I found that a follower is someone who hearts your store but I can't find where or how a customer can subscribe to my store. Any info on how customers subscribe will be helpful. Thanks!

A follower is the same thing as a saved seller. So they are users who are shown in your Saved Sellers.

Buyers can subscribe to your newsletters from their saved sellers list as shown below. IIRC, by default, they are subscribed when they save a new seller, but they can turn it off. I think a lot of buyers do turn this off, because they don't want to get spam.
I don't think there's a separate list of saved stores, and as I understand it, only stores can send newsletters, but the option to subscribe is there anyway.
