I'm wanting to create a billboard for my store. I have a basic store. I cannot find where to put in the billboard if I make one. I want it to show at the top of my store and be able to change it when I want. Thanks!

The "Store Billboard" is available in the new store format. Your store is currently in the old store format where billboard is not available, so you can upload only a logo image with a preferred 310x90 aspect ratio. Some older stores have taken advantage of a "custom header" at the top that allows a billboard-sized image (or image of any size) to be added to the top of the store, but the old store format will eventually be retired, so it may not make sense to put any effort into designing a custom store header for the old format.
If you want to switch to the new store format to add your own billboard image (a 1200x270 image with accompanying 300x300 logo downsized to fit in the lower left corner), you will lose any custom pages that you have created in the old format. You can switch using these links:

My eBay > Account > Manage my store > Edit store
"Revert to my old store" is in the top right corner.
At some point, I suspect eBay will offer more options with the new store format, but as of this date, the new format is limited in features.
However, one major benefit of the new store format is that it's clean presentation is mobile friendly and will display correctly on a mobile device. The old store format does not fit on smaller devices.

Oh my goodness, thank you so much!!! I had no idea that I had the old store format. I have asked other people and they kept telling me to click edit store. I was like I don't have that option. I have been searching for days to figure this out. You have no idea how much I appreciate your help. I updated to the new store format and will be making a billboard soon! Again thank you so much for your help!
