I just had a brand new registered buyer with no feedback ask about buying an item from me. At one time I would specify buyers had to have at least 10 feedback to buy. [I've had too many issues with scammers]. Is there a way to put the feedback issue in my listings?

There is no way you that you can prevent zero feedback buyers from purchasing from you.

You can’t specify such in your listings because it is not enforceable by eBay. 
Many of my buyers have zero feedback because they purchase with a guest account and without any issues.
