Hello,
I receive this error message Error Code 21916250 - A return policy must be specified after my last upload although I filed all the fields :
ReturnsAcceptedOption : ReturnsAccepted
ReturnsWithinOption : Days_7
RefundOption : MoneyBack
ShippingCostPaidByOption : Buyer
In the past I already send several files with the same values and all was fine.
I don't know that's wrong this time.

Did you change your Description? Look for a line feed in the Description text. Once FE encounters a linefeed, it treats the rest of the line as the next 'Action'. You should also have an error for the next line item on the Upload results file.
If this does not help...This is from the eBay Advanced Apps team...
