Is this a purchase you recently made? If you see additional small charges from eBay, those are probably sales taxes that eBay is now required to collect on your purchases.
If the charges are selling fees, and you listed an item where the buyer failed to pay, then you need to let eBay know, right away when a buyer doesn't pay, by filing the Unpaid Item request on your selling history.
If you think someone accessed your account and listed items that you did not authorize, I recommend that you change your password, check all of your contact information on your account, including your email addess and shipping addresses, and that you phone Customer support about any fees that were charged.
