I used to have a basic store subscription paying 21.95 per month (with 1 year plan) for 1k free listings. I need more listings so I would like to buy the next tier, 59.95 per month (with 1 year plan). I noticed that if you cancel before the last month the package I have, I would get a termination fee of 65.94, so if I just switch to the next tier, would I get a termination fee and if so, how to get it waived?

I pay $21.95 and I think it depends what and how you are listing items...I can list 8,000+ more with my plan right now plus auctions and the other thing I forgot what it was that I can list. I just don't have the time to list thousands of items for sale. You need to read how much more you can list.
Or maybe you are confused what plan you might actually have?
$59.95 sounds like a lot of money to me for a month...

Will you get your money's worth in the monthly difference between $22 and $60?
At your store's current 25 cent insertion rate in the clothing category, it would appear you are already paying $100 per month above your subscription's free insertions, so it is probably worth it.
You can easily upgrade in the middle of your subscription without canceling or paying a penalty.
