@ncdjr24 - Thank you for posting this on the community board. I'll be happy to provide you with some information on how to correct this error.
The message can be lacking in details, but it does give you some insight on what is needed to correct the error. I would check to see if you have anything specified for Shipping Cost.
If you are using Flat rate shipping and have specified a shipping service such as Economy shipping (Other), then you would still need to specify a cost for shipping. This is the cost the buyer will see. If you would like to offer free shipping. Input 0 for shipping cost.
Please try entering a cost and re-upload your file.
