The standard Envelope is a great option to save on postage, however, the ESUS tracking number is not recognized by USPS and the tracking never changes in the system as it cannot be scanned for tracking by USPS. After spending over 3 hours getting transferred around different eBay departments I reached the international department where a representative was able to explain that the tracking number is only valid thought eBay international shipping through eBay's internal channels.

The ESUS tracking number assigned to "eBay Standard Envelope" can not be scanned by postal carriers or at the USPS counter. It is only scanned when the letter passes through a high-speed scanner in a major USPS sorting center. Most letters do get scanned, but a significant percentage do not get scanned because they do not pass through those hubs. When a letter is not scanned through a sorting center, the seller is subject to the usual vulnerabilities of using only a stamp, like seller metrics.
There are several sites that can check ESUS scans, to know whether an envelope has reached a sorting hub and satisfied eBay's metrics requirement:

The eBay international rep was confusing eBay Standard Envelope with eBay International Standard. The eBay Standard Envelope is only valid in the US using USPS and has nothing to do with exports.
