Cannot add quantity

Cannot add quantity to gift card listing.

Started with 9 $47 cards.

If I sell any number, I cannot add quantty back up to 9.

Message says I have exceeded $500 listing limit for gift cards.

I have not.

If eBay is telling you there is a $500 limit, then that is the way it is per ebay rules

We can't override that

Yes I understand the $500 limit.  BUT, even if I sell all items in the lkisting and quantity is now zero, It won't let me even add one item to quantity.  One item would be only $47, not even close to $500.  This used to work just fine, but changed about 2-3 weeks ago.
