Are there any tools on the market for resizing images in bulk?
If so, what are the best ones?

For Windows.
For almost 2 decades, I have used IrfanView (for Windows only) to resize images and change image types.
I have not found anything better for the price. The results have always been top notch. The tool was regularly recommended by members of eBay's retired HTML forum.
IrfanView can process a single image or batch process a group of images, and can also run a DOS batch file, if so desired. I've heavily used it for all three processes. The batch processing operation can be as simple as resizing, or as complex as crop, resize, color adjust, and compress. The tool can not be used for pixel editing, so it is not a good choice for editing the content of an image.
The software is menu driven, rather than icon based, so your personal processing preferences will play into whether or not you will be comfortable with the software.
This powerful program was created over 20 years ago, and is still maintained, by Irfan Skiljan, a single individual from Bosnia. A single author means the program will remain lean and faster-loading that group-maintained software. The program is freeware or shareware, so you pay if you like it.

For our members, I think I would like to see background removal.
But perhaps something like that is available in the multitude of optional plugins.
