Will Ebay protect sellers from chargeback claims as well on partial refunds?

"Starting June 1, 2018, if you offered free returns and an item is returned damaged or missing parts, you can issue a partial refund and we will protect you from any buyer claims and remove any negative or neutral feedback."

What is the buyer initiates a chargeback claim for the remaining amount of the refund?  Will Ebay also cover that since it is technically a buyer claim as well?

Hi Banja,

Because we do not have visibility when chargebacks occur, we have made it easy for buyers that are not happy with a partial refund to get help from eBay so they have no reason to file a chargeback.

What about secondary cases via paypal?

Once a return is opened on ebay, the buyer cannot open a secondary case on PayPal.

When you offer free returns and accept the return, you can issue a partial refund due to the item being used or damaged. This is available in every category and the new protection will apply.

In certain categories, you have the ability to give a partial refund even when you choose not to offer free returns. These categories including Business & Industrial, Parts & Accessories, Collectibles & Art, Cameras & Photo, Medical, Mobility & Disability Equipment, Home Improvement, Furniture, Musical Instruments & Gear, and Yard, and Garden & Outdoor.

When you choose not to offer free returns, there are still several protections. On all returns we employ several measures to protect you:
 
• Early detection to stop buyers who might misuse returns offers to prevent them from starting a return.
• Clearly defined guidelines for buyers about acceptable returns.
• Restrictions for buyers who misuse returns.
• We will not automatically accept return requests if they are outside of your returns policy or the eBay Money Back Guarantee policy. You will need to review those requests as necessary.

CK, if a buyer purchases a designer handbag say...and they use it and then they open a return request, how does the seller prove it was used? Isn’t it sellers word against buyers?

It is the seller's discretion whether to issue a partial refund and how much.  If the buyer disagrees and asks eBay to step in "step in" we will resolve the issue directly with the buyer and you won't have to worry about any buyer protection cases.  In some cases, we may give the buyer the rest of their refund and in other cases we may deny their request, but it will never affect your seller standards and we’ll monitor buyers who ask us to step in closely to ensure they’re not taking advantage of the program.  Also, if the buyer is unhappy with the outcome and leaves negative or neutral feedback, we’ll automatically remove it from your reputation.

Since when?  I know they can't have cases running in two places, and if a buyer opens an eBay case and then a PayPal case, the eBay case closes.  Also, if a buyer opens an eBay case and loses, they can then open a PP case.
