A buyer maybe unhappy with a partial refund, dispute damage/use of returned merchandise, or claim an unscrupulous seller, and file a claim with paypal.
This is a common practice when the buyer does not get his way on eBay.
How/Can eBay protect the seller when there is a paypal dispute?
