That's what I was trying to figure out. I see an address, carrier, bar code, tracking number.... what am I missing? Can't tell if those are smudges though....

The "smudges" have the same screen moiré as the label. And compare the dates and times above and below the label. So the are on that JPG file which the seller emailed to the buyer.
1. This seller in China
2. shipping from the shared warehouses in NJ
3. is reusing the same munged-barcodes UPS label, sent to buyers that started return requests
4. to satisfy the eBay requirement the seller pays for return shipping, while only showing their actual return address.
The seller is hoping that, with a deadline looming over the buyer, that the buyer will foolishly pay for their own return label, with no hope of a refund unless the buyer
-- gives eBay their self-paid tracking to get a refund, but
-- gets no reimbursement for buying the return label themselves.

This is an ez refund.
Contact eBay let them know the label they got had hidden information and isn't usable and get refunded.
I literally would be excited to get a label that is smudged out like that. Means free stuff.
