No tracking = no delivery.

Not nearly enough information. What's the buyer reason for requesting a refund?
Is there tracking proving the buyer received the item?
Have you read eBay's Money Back Guarantee for buyers?

You don't have to react to a buyer's request for a refund, but stay on your toes in case the buyer opens a claim.

If it's past the estimated delivery date and you don't have tracking that shows the package was delivered, you'll be refunding the buyer.
Just shipping isn't enough, it has to be delivered.
