Ebay has given me several escalation case numbers, but due to the situation, has needed to do this manually. I'm always told to wait 48 hours to follow up, but when I follow up, the manual change has not happened, and I have to redo the case, since it was meant to be a manual change. How can I make this happen?

Are you sure you are talking to ebay? If you found a support phone number and called it you are not actually reaching ebay but a scammer. If you have the customer support staff call you they will tell you anything to get you off the phone. Reach out to ebay through ebay for business on facebook or through their other social media accounts.

Most likely SR numbers. I've had agents tell me it's a case on several occasions.
