Buyer needs to return an item (not as described my fault) how is this done?
Does the buyer need to open a case?

This is a USA eBay board, and things may be different here in the US than the UK ... but for the USA, the buyer requests a return with a "not as described" reason, and then either (a) eBay issues a return label or (b) we upload a return label into the return request.
I would suggest putting your question on the UK board, as they will familiar with policies specific to your selling region.
