If it's not as described, click return this item under purchases and choose not as described as the reason.
If the error was on your part, you have to check the seller's return policy.

Go into your purchase history, click the drop down menu it will either say RETURN THIS ITEM or MORE ACTIONS.
Next click doesn’t match pictures or description. Or the option that best fits the reason for the return. Depending on the reason for return, you maybe charged for return shipping.
You may be required to upload a picture, after that you can click submit, complete return.
Your seller has 2 days to issue a return label or refund, if by day 4 you don’t receive a return label or refund. You can go back to the case and that’s when you can ask eBay to step in.
When the seller accepts your return, issues you a label, you have x amount of days to return the item. Once the return has been delivered to the seller, the seller has 2 days to refund. If that doesn't happen on day 3 you can ask eBay to step in for assistance.

Find the item in your Purchase History and press the big, blue 'Return this item' button. Cite the reason for your Return request, Confirm and Submit.
Note that if the car part had the 'Guaranteed Fit' caveat on the listing, you can select 'Doesn't fit my car'. If the listing didn't show 'Guaranteed Fit'... DON'T select 'Doesn't fit', but select one of the 'Not as Described' reasons if it truly was not as described in the listing.
Your seller will send you a return shipping label which you'll use to get it back to the seller for a full refund. Good luck.
