I purchased a tool chest that came in two boxes. It arrived in two separate boxes, a large box for the base and a smaller box for the top section. The main section I opened and it was dented. The other box remains unopened. I got a return label from Ebay to return this item for a refund. I need a return label for the smaller unopened box yet can't get anyone at Ebay to send me a link for a second label to return the second smaller box. I can't get any help. What next?

If it were me, I would use the return label to return one of the boxes and then wait for the seller to send a 2nd label.
When the return label you have now from eBay shows delivered, that will meet the needs of the return process and your refund will be processed by the seller or eBay will do that for the seller if the seller does not refund on their own.
I would expect the seller will contact you and fork over the 2nd label IF they want the other part of the order. Might even be a good idea to let the seller know so you have that documented in eBay messages to the seller in case something goes south.

Agree with lakefor94, use the one label sent to you. If seller wants the "other half" then they will contact you and send you a second label. You need to fulfill the requirements of the return case in order to get your money refunded and you will by using the one label sent. Best of luck to you....
