I reported a package being received open with the sports card missing to the shipper, he never responded to my message. I asked eBay to step in and they closed the case because the shipper proved the package was delivered. So what’s the next recourse? I never received the card I paid for? USPS doesn’t track these white envelopes from eBay so how is the buyer protected in this instance?

You must have chosen item not received when you needed to select items missing. If you paid by credit card, contact your card company. If not see what the payment service you used can do.

You opened a Item Not Received case, correct?
If so, the seller responded with tracking that shows delivered. Seller wins that case.
File a Return Case with the choice of Missing Parts or Pieces. Or Item Not as Described. The seller will either refund right away or provide a prepaid return shipping label for you to return the empty envelope you received.

My kneejerk reaction is that you opened an Item Not Received claim, too. Now it's time for a Return request. No worries...

'he never responded to my message'...when did you contact buyer?...Curious.
I did have a buyer state I did not seal an envelope one time and they did receive the items...my mistake not sealing it...but buyer stated nothing missing.
Sellers do make mistakes.
Ebay stepped in and they closed the case...when?
Wonder the day you contact seller...date you open a claim.
Did you give enough of time for seller to respond?
