Help! How do I send a buyer a return shipping label. I have followed the instructions listed but it does not bring me to the option to send the label.

If you accept the return eBay should automatically issue the label.
Did they request a return through the system?
What type of return?
ETA: You know to not refund buyer until you receive the return, yes?

If the buyer wants to return an item, tell them to go to their order and click the dropdown.
One of the choices will be to return this item. Once they click that, you'll get notification and if/when you accept, the label will be sent to them automatically.

If you prematurely refunded the buyer, they are not required to return anything. The return is closed out and done.
If the buyer is still willing to return the item, you will not be able to get a label through the closed eBay return, but you can buy a label off eBay on a site like pirateship.com and send it to the buyer.

If it's for the Ninja machine, you have a return policy on that item with buyer paying return shipping.
NAD (not as described) return: If the buyer claims that the item isn't "as described," you'll have to pay for return shipping.
Remorse return: If the buyer is returning for a change of mind, you supply (automatically through the request) the label but ebay deducts the charge for the label from their refund. Their refund from you will be for the full amount of the item since shipping was free.
If you charged separately for shipping, you can retain original shipping.

the buyer is stating that they have not received the shipping label.

Please clarify: did you refund already or is the return still open?
As mentioned above, if you already refunded then the return is closed and the buyer won't be able to access a label.
If the return is still open, we'll need more info about the return status and what you're seeing on the return details page.

Your buyer needs to open a "Return" case before you can send them a return shipping label.
If they have not opened up a "Return" case, do NOTHING.
And definitely do NOT refund your buyer until your item is returned to you.
