Purchased item, came from China, seller wants us to get return lable, fed ex said cost would be $150.00 to ship back. The item cost $21 and change including shipping. What can I do?

You can tell the seller that, since his location makes it impossible for him to send you a prepaid return label, he can reimburse you in advance for the cost of return shipping.
If he can't do that or doesn't do that, after a certain length of time, eBay will refund you from his account and allow you to keep the item.

You have opened a return case with eBay, Correct?
If seller does not send a return label within 3 days and the "Ask eBay To Step In" option is not available on the 4th day, you will have to contact eBay. Contact eBay thru Facebook. https://www.facebook.com/eBayForBusiness/
Using the instant messaging and explain that the seller has not provided a return label.

^^^^^ Sellers from that country are notorious for telling buyers that they cannot issue a refund and/or can't send a return label unless the case is closed.
Another tactic they use is offering a partial refund to get you to agree to keep the item. Do NOT accept a partial. Tell them you want a FULL refund of your entire payment.
This is a dishonest tactic to release them from their obligations.

It’s not your responsibility as a buyer to purchase a return label for the seller unless the seller has provided you with the funds to do so, as noted in an earlier post.

All true and they try to string the buyer along until the return case times out. Buyer beware!

Have you opened a return and what is the reason you gave for the return? If it is considered a buyers remorse return, than you are responsible for return shipping. If you are returning because the item is not as described in some way, the seller is responsible for paying for the return. If they are in China they can not send you a return label but you can let them know how much the package will cost to send back with usps Priority International and ask them to send you the money to your Paypal account. If they don't provide money or provide a return label, contact ebay customer service.

It doesn't work quite like that. Once the seller approves the return ebay will assume that they have provided a label or money for one unless the buyer contacts them. If the buyer does not contact ebay and does not send the item back with tracking, the return will eventually close in the sellers favor.

@pjcdn2005has explained the situation how it will ultimately end.
To avoid that you need to contact eBay ASAP, most likely ask them to step in, and make sure they notated that you have been given no shipping label, or any means to purchase one.
Ebay will put it on a 5 day hold. If they haven't given it within that time you will be issued full refund and keep the item.

If this is the seller with a name like motor sports, they correctly listed their item location as China, so no trickery there.
And if your return reason was something like Does not fit, Just didn't like it, Changed my mind, then the "Buyer pays for return shipping" in their return policy is correct @b_rajtb_ugjnzq and you must pay for return shipping if you want a refund.
