On April 28, 2023 purchased a set of Dharma Cards; A Meditation Kit from THE BOOK HERO. Paid immediately with order. When purchase arrive, surprise no book to interpret the cards. I contacted
The Book Hero, they were adamant the purchase was complete (it wasn't) and after way too much
emailing back and forth, I returned the purchase directly to the seller. I must confess, I have NEVER
had the need to return an eBay purchase. EVER. Didn't know exactly what to do. Now, THE BOOK
HERO isn't a hero. And, if you ever desire to contact eBay directly, good luck. It's impossible.
If anyone can help and guide me as to what to do, I'd appreciate your assistance. As far as THE BOOK
HERO.....has become a ZERO!

Can you list the item number for this listing? There is a lot of information missing. If I had to offer guidance now, with just what I have, depending upon the date of delivery you may officially be out of the 30 day buyer protection window & out of luck with ebay. Need more information. Thanks.

You need to start a return request, using the reason "not as described". You have up to 30 days to do that, after the item is delivered, or after the last estimated delivery date if there isn't any delivery confirmation. If it is more than 30 days since the delivery, you can file a case with PayPal or your credit card.
The listing description says that the book is included.

When you do @krt_ter_itmrrf7 request Visa to file a chargeback for the return.
What is Visa Reason Code 13.7?
Chargeback reason code 13.7 applies when a cardholder claims to have returned merchandise or cancelled services, but the credit did not appear on the cardholder’s monthly statement.

Returning an item on eBay is very similar to basically any retail site like Amazon/Walmart.
For the most part the seller isn't at fault (excluding not providing described product)
Opening a return and following the very simple process is on the buyer.

Should be code 53 if I remember correctly.
Missing credit code is he had tracking that showed it was delivered back to seller and never received refund.
