I’m sorry if this has been answered before, but search came up empty…
if I have a return, and it says “respond by March 3 or we may approve it”, what’s the cutoff time? Is it March 3rd at 12AM? March 3rd at 11:59pm?

You have until March 3 at 11:59:59 pm Pacific time @vintagesun to accept the return, or refund no return needed.
Beginning one second later, either
1. buyer,
2. seller, or
3. eBay itself
can ask eBay to step in to
a. force a refund no return needed, or
b. bill a return label to the seller for a forced refund
- moments after tracking says delivered back,
- not the usual 2 business days to refund.
Or instead, you can stall the buyer for up to 21 business days from the start of the return request by clicking Offer a partial refund, which the buyer can accept or decline.

Why get down to the wire? To play it safe, I'd act by March 2nd!

Because not all buyers are created equal. I’m not going to reward someone abusing the system with a speedy return.
