I requested a return and the seller said they would not accept. eBay said to wait until after the 31st to ask them to step in. When I went to the return status today, this is the screenshot.

The item is not a retail but rather an OEM product that cannot legally be sold independent of a server. How do I proceed now that it appears the seller falsely accepted a return and explained he won't.

Something odd is going on. I was waiting till the 31st to ask for ebay intervention.
So the seller must have selected to accept the return yesterday closing the issue while at the same time notating that they wouldn't...
1. The return request was started on Tue, Dec 27.
2. Your seller has 3 business days Wed-Thu-Fri to resolve the request.
3. Otherwise, either party can come back to ask eBay to step in beginning Sat, Dec 31.
Rather than click to accept the return @*maranatha*
-- your seller was the first to click to ask eBay to step in, adding a comment to explain the issue.
A few seconds later, eBay escalated the request into a case, ruled in favor of the buyer, and issued a prepaid return label.
Now the buyer has 240 hours (10 calendar days, not the usual 15 business days) from the hour and minutes of the decision, to mail the return label. Then moments after tracking shows Delivered for the label, eBay will force a full refund of the $176, instead of the usual 2 business days for the seller to voluntarily refund.

Click eMail label, print it, slap in on the item after you repackage it and send it back. Or buy your own label ship it back, up load tracking where it says to...Simple.
Regardless of whether or not it can be sold is moot , you bought it ,you don't want it so send it back.

Since he falsely said he would accept the return, how do I ask eBay to step in?

You don't need to report anything. It appears eBay has already stepped in.
eBay's Money Back Guarantee sent you the label. It trumps any no returns policy a seller has.
Don't let too much time pass on this.

He did accept the return. Now it is up to you to send it back.

The message doesn't looks like a NAD return request. It appears to be a remorse request.
What sas the reason you chose for the return that you no longer needed it or some other "remorse" reason? If that's the case, the seller is totally within his rights to decline the return request.

The item was understood to be server software with 10 cals (retail). When I received it, it was only 10 cals (OEM). Cals (OEM) aren't legally sold apart from the server. This did not contain server license nor hardware

The item was understood to be server software plus 10 cals (retail)... It was OEM

How do I proceed now that the seller falsely selected accept return while at the same time they said they refuse any return request? There is no selection to ask for ebay intervention

Here is the current return screen

See where it says EMAIL LABEL?
Click on that to PRINT YOUR RETURN LABEL
Send the item back when the item shows as delivered the seller has 3 days to issue refund. If they do not then you can ask eBay to step in. Please learn how Money Back Guarantee works.
Good Luck

@ebooksdiva But the text/notes underneath the return label option clearly states that the seller will not accept the return. So, should I return it anyways? The seller also misstates they the return request was initiated on the 31st. It was initiated on the 27th. Something odd is going on. I was waiting till the 31st to ask for ebay intervention.
