I purchased an item from a Chinese seller. Upon receiving g the item I immediately noticed the item did not meet the item description and posted pictures. I requested a refund or replacement. Vendor has said shipping will not justify cost ($29) of the return and has offered to refund portion ($15) of the total price. I am now stuck with a product I don’t want and not pleased I will not get full value refunded. What is my recourse?

From the seller side, are they able to apply a refund to the original purchase? This seller is asking for my PayPal acct to initiate a refund.
That's also not wise. PayPal has two types of payments:
1. Friends and Family
2. Goods and Services - is reversible
If the "to initiate a refund" is Goods and Services, the seller can dispute and take it back.
Or if they send you a Goods and Services payment to cover the return shipping, it can be reversed.
So unless you get a Friends and Family payment for either reason, you can lose your money plus pay the fees.
