When I am given a refund, but the seller doesn't accept returns who is issuing the refund. Does eBay do it out of their pocket or does eBay take it out of the seller's account if they don't respond? My purchase arrived 3 weeks after I made it. I filed a request, but I don't know if the seller gave it since they didn't respond. I don't want to reimburse the seller if it didn't come out of his pocket.

eBay refunds from the seller's account

What a great buyer to reimburse the seller since the package did finally arrive. If you don't hear from your seller - THANK YOU!
You are allowed to contact the seller through eBay messaging to see how you can make payment since this is for a completed transaction. eBay is not flexible in many ways suck as repaying the seller since the package has arrived.

I can only guess since you didn't provide all the facts of the INR.
If you asked eBay to step in, then eBay refunded you out of the sellers funds and gave them a defect for not handling their case.
If you didn't ask eBay to step in then the seller provided the refund.

It's the seller that has to pay it. There were a few rare cases where eBay issued a no fault refund and they paid it. Those however were VERY rare.
There is no such thing as no returns when selling here. The only cases are if the buyer says they just don't like or want it.
