When you offer "free shipping" if customer returns package are you charged same amount it cost when you originally sent package to customer. Or can customer select "express or overnight shipping" and you get stuck paying large bill?

No, the return label that eBay will issuer will show First Class Return Service. The PO will determine the actual fee depending upon the weight and dimensions. It usually ends up being charged at the normal Priority Mail rate if it weighs more than allowed for 1st class.

Term Free shipping is used by seller for sending the item and seller should advise what service they will use , seller can upgrade the service but should never down grade from what is shown on listing.

Seller selects terms of this by selective Free returns or buyer pays return postage.
If seller has selected/ advertised Free return then only seller decides what service is used by providing a pre paid return label. If buyer does not use this and purchases and uses a label/ service of their choice then seller is not required to pay.

Once you Accept the Return...eBay Sends the Buyer the Appropriate Shipping Label at a Reduced Cost to You...Not to Worry...The Buyer Cannot Select the Shipping Method..It is Done by eBay to Expedite the Return
But at a Reasonable Cost to You...and Cannot be Changed by the Buyer.
