Dealing with my first return as a seller and just wanted to see what my options were. The return in question is a $65 shirt that has now been shipped back to me (I had to pay shipping) however, it is not in its original condition. My original listing clearly showed the tags on, but they have now been removed and a huge burn mark on the back of the shirt (the mark they claimed item was not as described). Can I do anything about it not being in the same condition it was shipped in (the tags)? Really **bleep** at this buyer.

'Not as described by buyer'...and you paid return shipping.
Block the buyer...and hope for a happy feedback.
Argue with the buyer...might not get a nice feedback.
Feedbacks are important to you as a somewhat new seller.

Yes…thought I had to pay return shipping since I had “no returns” on and she opened a case for item not as described. She damaged my item, but after posting on here it seemed ebay always sides with the buyer so there was basically nothing I could do. I thought it would at least still have the tags on but of course it doesn’t, so just wanted to see if anything could be done about that since tags are clearly shown in my photos. I have not issued a refund yet. Do I ask ebay to step in?

Not unless you want a defect and loose the seller fee's.
Refund before Ebay does.
You can report the buyer, but it won't do any good.

As the others have said, many times eBay will side with a Buyer if they claim it was not as described. You could reach out to the Facebook/ebay customer service group to see if they might be able to help you. It would be in your best interest to handle it quickly.
-Good luck
